Control Principles (Tier-1)
- Segregation of duties: Critical actions require role separation and dual authorization at policy level
- Evidence logging: Tier-1 claims are backed by logged evidence references; "Delivered" is defined as POD-indexed only
- Change control: Tier-1 artifacts are release-locked using Doc IDs, versioning, and SHA-256 integrity verification
- Tiered disclosure: Tier-1 public / Tier-2 under NDA for sensitive operational or counterparty-level details
